CBO News Advisory: Malicious Email Alert
December 30, 2008

A number of people have reported receiving an e-mail message that purports to have been sent from the Congressional Budget Office. The e-mail actually is a malicious message with an attachment containing a dangerous virus. It appears to have come from outside the United States. This malicious e-mail does not represent a new attack on any CBO computers. Rather, it is a repeat use of e-mail addresses obtained illegally several years ago. We are not sure how many people received the new message. As a precaution, the CBO is sending this notification to all subscribers of the CBO list server.
If you received an e-mail message from an unknown gmail or other account with the subject and text shown below, please delete it. Also, DO NOT click on the attachment (with the extension WRI) at the bottom of the message. It contains a dangerous virus that could damage your computer.

Fake CNN Alert Still Spreading Malware
Gregg Keizer, Computerworld - Aug 9, 2008 8:24 pm
The massive attack that has infected PCs by tricking users into clicking links in fake messages from CNN.com shows little sign of ending soon, security researchers say.
According to MX Logic Inc. , spam posing as CNN.com Top 10 lists peaked at close to 11 million messages per hour early Thursday, but remained at high volumes throughout the day Friday. The Colorado security vendor said it had been tracking an average of 8 million messages per hour since midnight.
Users who clicked on the "FULL STORY" link in the message were redirected to a fake CNN site, where they were told they needed to download an update to Flash Player, Adobe System Inc. 's popular Internet media player, to view a video clip from CNN.
Websense also said it had spotted traces of the campaign in blog spam.
If users agreed to download the bogus Flash update, they were trapped in an endless loop, where clicking "Cancel" in the initial dialog produced a second pop-up. Clicking "Cancel" there returned the user to the first pop-up. The only options at that point were for users to shut down the browser or give in and install the malware.

Virus Bulletin
Virus Bulletin started in 1989 as a magazine dedicated to providing PC users with a regular source of intelligence about computer viruses, their prevention, detection and removal, and how to recover programs and data following an attack.
Virus Bulletin quickly became the leading specialist publication in the field of viruses and related malware.
Editorial independence has always been VB's prime concern. From the very first issue, VB has cut through the hype and remained uninfluenced by vendors' sales pitches and marketing babble. The aim of the magazine is to arm users with all the information they need to stay current with the latest developments in the anti-malware field.

SPAMfighter Warns E-Mail Users over Political Phishing and Malware Threats
More Money is Being Raised Online Than Ever before in the 2008 Race for the White House, Inspiring Threats of Potential Political Phishing Attacks.
BOCA RATON, Fla.--(BUSINESS WIRE)--The award winning spam filter, SPAMfighter, is warning e-mail users against the threat of political phishing and malware in political spam mails. With the interest in the upcoming election and more money being raised online for political campaigns, the risk of scams and phishing has grown.
“As a US Citizen and during the 2008 presidential election, be on the alert of how criminals perform e-mail fraud by pretending to be a real entity. They steal very personal and sensitive information such as usernames, passwords, credit card details and even Social Security Numbers. Before you know it, your identity was stolen and you were a victim of an e-mail and phishing attack,” comments Alix Aranza, Managing Director of SPAMfighter North America.

AN INCREASE IN INTERNET SCHEMES PURPORTEDLY FROM THE FBI
07/17/07—We have increasingly received reports of fraudulent schemes misrepresenting the FBI and Director Robert S. Mueller III. The e-mails may include pictures of the FBI Director, the seal, letter head, and banners. The letters may also claim to come from domestic or foreign FBI offices.
Most of the schemes that use the Director’s name or refer to the FBI are lottery endorsements and inheritance notifications. They also include threat and extortion e-mails, website monitoring containing malicious computer program attachments (malware), and online auction scams.
